competitive local exchange carrier (CLEC)
A company that competes with the established local telephone company to provide at least voice connections to the Public Switched Telephone Network (PSTN) to residences and business in the area served. CLECs are becoming integrated communications providers (ICPs) by adding data and other services. Also see incumbent local exchange carrier.
